
HCC-Brandon Campus CIS Department has established a Webmaster Certification partnership with Florida State University and Web Yoda On-Line. At HCC students complete seven courses of the regular21 course Internet Services Technology Program plus a portfolio assessment. At Florida State students complete six of nine continuing education courses and a portfolio assessment. At Web Yoda students complete certification examinations after independent study or completion on-line courses. The partnership between the three agencies allow HCC students additional options to be certified beyond HCC’s regular programs.


The HCC Special Program:
Hillsborough Community College offers a two year 63 credit Associate in
Science Degree (A.S.) in Internet
Services Technology. Graduates enter the work force with skills above midrange level Webmasters. The college also offers a one year College
Credit Certificate, which requires the student to complete 30 credits of the
two year A.S. program. Graduates from this program enter the work force as
midrange Webmasters. Graduates should
be able to pass level two or higher certification examinations from one or more
of the independent organizations administering Webmaster certification
examinations.
Students at HCC may complete a Special Certificate
including 21 credits of the above official graduating programs. This special certificate will certify to
employers that these Webmasters have between level one and level two skills and
have completed a portfolio assessment of web site design, authoring, and
management. When completed, the student may display on their web sites a
special HCC Webmaster logo.
Step One:
At HCC the student must complete on-line materials from Web Yoda, while completing six of eight Associate In Science degree level courses as follows:

Additional courses such as
CGS CGS 2823:Active Server Pages, CGS XXXX: Perl and CGI; CGS 2XXX E-Commerce Development may be added
as electives or substituted for the beginning level courses above as FSU/Web
Yoda materials are developed.
Students in all Brandon sections of these courses may purchase the Web Yoda Access disk as a textbook supplement from the Bookstore for $53.35. Students activate their HCC-FSU/Web Yoda registration on-line with the diskette. During the on-line activation, the student selects John Taylor as the on-line faculty member even if a different faculty member has been assigned to teach the HCC credit course. By registering the serial numbers on the course diskette, the student automatically becomes a part of the special program. Students who do not purchase the diskette will not have access to the materials and chose not to be in the special program. Students will not be allowed to purchase the diskettes until the second week of the term after completion of the drop and add period. Students may not return the diskettes to the bookstore, nor may he/she allow the courseware to be used by a second party.
All FSU/Web Yoda exercises will be reviewed and certified as completed by John Taylor, program coordinator. Students in the program will post their work on the web. The assignments may be a part of the course requirement or in addition to the regular assignments for a final grade in the HCC course as determined by the course instructor. All students in the program will complete an on-line final examination for each course (60 questions-60minutes open book) with questions similar to the Certification Organizations. John Taylor will certify to FSU that all Web Yoda on-line assignments were completed successfully and the test was passed.
Students who complete any of the above courses at another campus will not be a part of this program. However, students who either completed successfully any of the above courses at any campus location prior to the Fall Term 2000 or completes the course at another campus thereafter will meet with John Taylor to arrange to complete the assignments by purchasing and registering the on-line courseware and working as an independent study. Students who chose not to be in the program at the time of registration for the Brandon courses but later during a subsequent semester decide they want to retroactively be a part of the program will have to makeup the exercises by completing the materials through FSU CPD courses or on-line with Web Yoda.
Step Two:
Toward the end of the semester that the participating student is completing the sixth HCC course, students will submit a preliminary Web Site Development Plan to the HCC coordinator, John Taylor. The student has the option at that time (or any time thereafter) to submit the Plan to the FSU Review Committee. If desired, HCC students can pay a $250 fee to FSU and be issued Webmaster certification through courses completed at HCC.
Students will register for CGS 2940 Web Technology Internship. The course will be offered at Brandon for the first time beginning Summer Term 2001 and it will span Terms I –II. John Taylor will teach the course. The student may be registered for his/her sixth course during Summer Term I and take the spanning CGS 2940 at the same time. The student will complete two web sites for credit. One will be a site which incorporates the FSU detailed criteria. The second will be an e-commerce, personal or educational site as approved by the HCC coordinator.
Step Three:
Students will receive credit for the CGS 2940 course and be awarded an HCC Special Webmaster Certification Certificate upon completion of the HCC established criteria and evaluated by John Taylor. If the student has also registered for the FSU option of WEBM 999, then FSU certification must be completed prior to awarding of the HCC certification. Official Logos will be designed for HCC Certification alone and HCC-FSU Duel certification. The Certified Webmaster will be allowed to display one of these logos on his/her web sites. An official log will be developed and approved during the Fall and Spring Semesters. The follow is a sample of what the logo may look like:

Student will have completed 21 (or 24 credits) of the 64 credits of the two year A.S. Degree in Internet Services Technology. Students are encouraged to complete the A.S. degree for advanced skills and better employment in the Internet Industry.

The FSU Program:
. The FSU program is offered through FSU’s Center for Professional Development (CPD). The materials used were developed and copyrighted by Web Yoda. At FSU a student at the CPD completes six steps to become a Certified Webmaster.
Step One: The student must successfully complete at least six of the nine following courses:

For these courses at FSU the cost is: $195 for the first four and $395 for the last five. For courses at remote sites in Jacksonville, Panama City, and Tampa the fee is $250 and $450 respectively.
The course fee includes textbook and the Course Access diskette to the Web Yoda On-Line materials. The Web Yoda course interfaces all have a similar appearance and format:

Step Two: After completing six or more of the nine courses successfully, a candidate for certification registers at FSU’s CPD for WEBM 999 (Webmaster Certification Fee) and submits a Site Development Plan. This plan has strict criteria including that the site may not currently exist nor may it not be a subset of an existing site and it must make a positive contribution to the web. Step Three: The student builds the proposed web site and posts it on the Internet. The major evaluation criteria includes:

Step Four: The student submits the location of the site to the FSU Webmaster Certification Committee for review.
Step Five: The committee then performs an in-depth review of the site with respect to: Syntax, Text/Formatting, Navigation, Design, Graphics, Links, and Compatibility. If rejected, the student is given one grace evaluation for the project after making all committee suggested corrections. . If the student fails on the second evaluation, then the student must reapply, pay another review fee, and build a completely new site following steps two through six for the second attempt at certification.
Step Six: After the project site is approved, FSU issues Web Certification credentials which assures employers and customers that the individual has the knowledge and the skills to successfully implement a web presence that positively and professionally reflects Florida State University and its program goals After completing the process, the certified webmaster is allowed to display the FSU Webmaster Certification Logo on all his/her work:

The optional course materials from FSU and Web Yoda will be
sold in the Brandon Bookstore after completion of drop and add period.
Beginning August 30, 2000 (the sixth
day of class) students may purchase the required access disk for entry into the
program. The bookstore will write the
student’s name on the disk in permanent ink. The disk may never be returned to
the bookstore nor may the disk be lent or sold to another student. Each disk
has a unique on-line registration code.
When the student initializes the disk on-line, they automatically become
enrolled in the cooperative program.
Students who do not purchase the disks will not have access to
the HCC-FSU-Web Yoda On-Line Program Materials, nor will they be admitted to
the cooperative program. Students who
chose not to participate in the program will find the same course content in
the course textbook and lecture materials.

Yoda Certification Examination
Students obtaining certification from HCC and/or FSU are not required to take certification examinations. However, Web Yoda offers on-line examinations for a fee of $50 each (half the price of other international examinations), which cover the international criteria of the IEEE. It is highly suggested that HCC students complete the certification examination upon completion of their course work.
There are three levels of examinations:

This certification is for anyone who wants to improve his/her HTML skills without making a major commitment. This certification provides the skills needed to acquire an entry-level Webmaster position for maintaining existing static Web sites or building simple Web sites from scratch. To pass this test, only the content of three of the courses are necessary:

Web Yoda offers this online certification to improve a candidate's proficiency in a broad range of internet-related subjects. This certification provides the skills needed to acquire a mid-level Webmaster position or to building a personal Web development business from the ground up. This advanced certification is for experienced professionals who not only have
the knowledge and skills to successfully implement a Web presence, but the
